Paul
has served 30 years as a professional fire fighter and
Compartment Fire Behavior Training (CFBT) instructor,
mostly within the busy inner-city area of London’s
west-end. He has also served in the West Midlands and
Merseyside Brigades in the UK, along with lengthy study
detachments to the fi re departments of New York City,
Boston, Chicago, Los Angeles, San Francisco, Las Vegas,
Phoenix, Miami, Dallas, Metro Dade Florida, Seattle,
Paris, Valencia, Stockholm, and Amsterdam. Born in
London in 1953, he joined the London Fire Brigade in
1971. During his career, he has studied structural fire
fighting tactics on an international basis and since
1979 has presented over 100 technical papers and
magazine articles, both as an international writer and
conference speaker. He has been a monthly columnist with
two of the UK’s national fire fighting journals for
over 15 years and much of his work has been referenced
internationally in recognized scientific research
studies associated with tactical fire fighting
operations. He is the author of three other books
(available in five languages) on fire fighting strategy
and tactics. From 1975-77 he served as a Long Island
volunteer firefighter in New York, while also on study
detachment to the FDNY’s 7th Division during the
busiest period of the department’s history to date.
His proposed fi reground strategies of Tactical
Ventilation (1989) and 3D Firefighting (1991) have both
since been acknowledged and adopted as national policy (ODPM)
in the UK and in several other countries. Described by
the Fire Protection Association (FPA) as "not
averse to controversy… his contributions over the last
decade (1982-92) have helped to pioneer a number of
innovative firefighting techniques."
